Form 4 to 5 industrial clusters exceeding 10 billion yuan
Luoyang City has a strong materials industry.
From China's first artificial Earth satellite launched in 1970, Dongfanghong-1, to the Shenzhou series of spacecraft, the rocket propellant raw materials produced by the Liming Chemical Research and Design Institute Co., Ltd. have continuously provided power for the development of China's aerospace industry.
China Luoyang Float Glass Group Co., Ltd. is currently the only enterprise in China that can mass-produce a full range of ultra-thin float electronic glass from 0.15 mm to 1.1 mm. Its overall technology has reached the internationally advanced level.
With the development and growth of a group of new material leading enterprises with strong competitiveness, such as the 725th Research Institute of CSIC, China Nonferrous Metal Mining Group Co., Ltd., China Steel Group Luoyang Refractory Materials Research Institute Co., Ltd., China Luoyang Float Glass Group Co., Ltd., and Liming Chemical Research and Design Institute Co., Ltd., Luoyang City has formed a unique new material industry system in high-performance non-ferrous metals and alloy materials, high-performance refractory and advanced ceramic materials, functional glass and chemical new materials, high-performance composite materials, and frontier new materials.
The Plan proposes that by 2020, the sales revenue of large-scale new material enterprises in our city will reach nearly 100 billion yuan, with an average annual growth rate of over 20%; cultivate 6 enterprises with annual sales revenue exceeding 5 billion yuan, 15 enterprises exceeding 1 billion yuan, and 40 enterprises exceeding 100 million yuan; and form 4 to 5 industrial clusters exceeding 10 billion yuan in sub-sectors such as aluminum-titanium-magnesium alloy materials, tungsten-molybdenum rare metal materials, ceramics and refractory materials, and functional glass materials.
Focus on the development of five major new material fields
In recent years, with the continuous deepening of industrial transformation and upgrading, our city's traditional materials in the fields of non-ferrous metals, petrochemicals, and building materials have continuously achieved technological breakthroughs, advancing into high-end fields such as aerospace, marine engineering, rail transit, high-end equipment, and electronic information.
Based on the existing industrial foundation and future development direction, the Plan proposes that Luoyang City's new materials industry will focus on the following areas.
High-performance non-ferrous metals and alloy materials
Targeting high-end and special application markets such as aerospace, vehicle manufacturing, shipbuilding and marine engineering, military manufacturing, and medical applications, relying on backbone enterprises such as Wanji Holdings Group, Longding Aluminum, the 725th Institute, Luoyang Copper Group, Hualing Magnesium, Pioneer Molybdenum, and Luoyang Molybdenum Group, promoting cooperation with domestic and international leading enterprises, continuously extending the industrial chain, and improving the on-site conversion rate of raw materials.
High-performance refractory and advanced ceramic materials
Promote the functionalization, intellectualization, energy saving, and green development of ceramic and refractory materials, focusing on the development of energy-saving refractory materials and extreme environment refractory materials, and actively developing high-temperature functional materials, high-performance structural ceramic materials, and nano-ceramic materials.
Functional glass and chemical new materials
Accelerate the product upgrading and strategic transformation of the glass industry, achieving a transformation from traditional application fields to high-end, energy-saving, environmentally friendly, and special application fields, focusing on the development of energy-saving glass, special vehicle glass, ultra-thin ultra-white glass, and environmental functional glass.
High-performance composite materials
Leveraging the advantages of enterprises and research institutes such as the 725th Institute, Shuangrui Rubber and Plastics, Shuangrui Metal Composite Materials, Liming Institute, Refractory Research Institute, Tongyi Metal Materials, Luoyang Jinlu, and Pioneer Molybdenum, adapting to high-end markets and special applications, developing high-performance carbon fiber composite materials, glass fiber reinforced resin-based composite materials and other non-metallic composite materials, and copper-aluminum, titanium-steel, and nickel-based alloy metal composite materials.

Frontier new materials
Encourage universities, research institutes, and enterprises in our city to strengthen industry-academia-research cooperation, fully utilize the new material R&D capabilities of new R&D institutions such as the Luoyang Cutting-Edge Technology Research Institute, the Luoyang Special Materials Research Institute, and the Luoyang Advanced Manufacturing Industry R&D Base, and achieve breakthroughs in 3D printing materials, graphene, molybdenum disulfide, metamaterials, biomedical materials such as heart stents, and intelligent materials such as shape memory alloys.
